Summary	0021730: Exclude step lib for packages
Description	When building toolkits WOK reports a lot of check done for steps like obj.lib (or obj.implib on WNT) which are irrelevant for packages. This is artifact of old WOK implementation (OCC ~2.1); these steps should be removed.
