Summary	0024621: Failed to build Geom_OffsetSurface on B-Spline
Description	Failed to build offset surface on B-Spline surface. The original B-Spline is u-periodic, but an offset surface cannot be built on non-periodic equivalent either.
Steps To Reproduce	restore bs offset obs bs -2 #exception Standard_DimensionMismatch setunotperiodic bs offset obs bs -2 #exception Standard_RangeError
