Summary	0025001: By default, disable notifications on edit of forum messages
Description	When someone edits his post on dev forum, portal by default sends notifications on every update. This is somehow annoying because in most cases these changes are purely editorial. I propose that option "Do not send notification on this update" should be enabled by default in dialog for editing posts. This will prevent unintended notifications, while if necessary they can be explicitly requested by disabling that option.

"Do not send notification on this update" option - disabled by default for new content/comments - enabled by default when editing content/comments
