I have a nastran mesh data and wanted to if it is possible extract the cloud of points from this using OCC ???

As far as I know, the MeshVS component available in Open CASCADE does not support reading of Nastran files.

However, their Mesh Framework (built on top of OCC and provided under a commercial license) seems to be able to do that - see http://www.opencascade.org/support/products/omf/.
You need to contact their sales team for details.
