I was wondering if open cascade has cnc programming built in or if there is another package add on I can get to do this.

Open Cascade has no built-in cnc programming, but it can be successfully used for such tools building. We have a very good experience in cnc programming. See for example http://www.opencascade.org/org/forum/thread_19408/.

I know that a developer on the pythonocc list is developing the toolpath computation software for reprap.
