Sewing Has Some Constraints?

I read an IGES file and sew it after reading. Sewing worked fine with some simple shapes like a box, cylider etc. but when I try with a rather complex geometry, I see some edges are not sewed. Here is the output when I choose same(congruent) edges (that should have been sewed)

VERTEX -> ID: 135 X: -2000 Y: 25000 Z: -6.28522e-13
VERTEX -> ID: 136 X: -2000 Y: 100000 Z: 0
SELECTED EDGE : 248
VERTEX -> ID: 160 X: -2000 Y: 100000 Z: 0
VERTEX -> ID: 153 X: -2000 Y: 25000 Z: -4.44089e-13

They are not sewed because of their orientation? or because their close but not same Z values?

It seems sewing in non-manifold mode solves the problem..
