Can this help - http://www.opencascade.org/org/forum/thread_14546/ ?
If by "extract" you mean selecting minimum set of libraries, start with one containing API (STEPControl_Reader - TKSTEP.dll or STEPCAFControl_Reader - TKXDESTEP.dll) and select all it depends on unrolling the chain of dependencies.
