Why I now need to log in to download opencascade that is GNU LGPL?

Dear Paul,
LGPL does not define somehow a procedure of offering access for software downloading.
Please let us know difficulties you faced being already simply logged in.

The problem is that Gentoo portage is unable to download an archive because of such restriction

Is Gentoo portage has some special conditions, which would not allow following the way of generation of Debian package as discussed in the following topic?
